Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are delivered from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
