Sheffield Wednesday Faces Major Issues, Says Independent Regulator

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The Championship club's ongoing struggles are seen as a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in comparable cases, the recently named head the official has stated.

During an extensive discussion, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups representing the South Yorkshire club in recent days.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the iconic names for the English game and recently we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in summer, blocking the team from conducting any transfers or loans for the next three transfer windows, although the ban was rescinded in August.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a community organization that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"But the truth is, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Elite Division Worries

The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The official contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any form of political activity."
